- In a mixing bowl, combine the thawed and dried hash browns with melted butter, salt, and pepper until evenly coated.
- Transfer the hash brown mixture into the greased skillet, pressing it evenly into the bottom and up the sides to form a border.
- Bake the crust in the preheated oven for 20-25 minutes until golden brown and crispy.
- Remove the crust from the oven and sprinkle cheese, sausage or bacon, bell pepper, and green onions on top.
- Using a spoon, create four shallow wells in the toppings and crack an egg into each.
- Season the eggs with paprika, salt, and pepper before returning the pizza to the oven.
