Step-by-Step Instructions
  1. Melt 2 tablespoons of butter over medium heat. Add 1 cup of chopped celery and 1/2 cup of sliced green onions, sautéing for 3-4 minutes.
  2. Sprinkle in 1/4 cup of flour, stirring briskly for about 1 minute to cook off the raw flavor.
  3. Warm 2 cups of whole milk in the microwave until just hot. Gradually whisk the warm milk into the flour mixture.
  4. Pour in 1 cup of heavy whipping cream with 2 tablespoons of tomato paste, and season with 1 tablespoon of Old Bay seasoning, salt, and pepper.
  5. Bring to a gentle simmer over medium heat for 5-7 minutes, stirring frequently until the mixture thickens.
